Board Members


DAVID HENDERSON (Chairman) was appointed by Governor Jack Markell on May 9, 2012. He served in the United States Air Force from 1971-1975. He was a Delaware State Trooper for 22 years. He retired in 1999 as a decorated Sergeant from Delaware State Police Headquarters. Mr. Henderson has an associate’s degree in Criminal Justice from Delaware Technical and Community College. He was also the Chief Deputy Sheriff of Kent County from 2000-2011. He is currently serving his second term as an elected official on the Caesar Rodney School Board of Education. He has served as the President of the CR Board for 3 years. He is a member of St. Andrews Lutheran Church in Dover. He is also a member of the Mason of Harmony Lodge 13 of Smyrna. Mr. Henderson is an avid outdoor hunter and fisherman being a member of several state and national sporting organizations. Mr. Henderson is a member of the Association of Paroling Authorities, International (APAI).
 

DOROTHY L. DILLARD, PhD. (Sussex County) was appointed by Governor John Carney on June 6, 2018.  Dr. Dillard joined Delaware State University in 2008 and currently serves as the Chair and Associate Professor of the Sociology and Criminal Justice Department.  She earned her doctorate in Sociology from the University of Delaware in 1993, where she also served as the Associate Director of the Center for Drug and Alcohol Studies (CDAS). In 1994, Dr. Dillard left the CDAS and started a consulting business working with federal and state governments, as well as non-profit agencies, developing and evaluating substance abuse treatment, criminal justice and social service programs.  She continues to research, teach and publish in the areas of criminal justice and juvenile justice disparities, underserved populations and social development and impact. She is a member of the Association of Paroling Authorities, International (APAI).
 

MARGARET R. HENRY (New Castle County) was appointed by Governor John Carney on May 16, 2019. Ms. Henry was a member of the Delaware State Senate from 1994 until 2016. Senator Henry served as the Majority Leader of the Delaware State Senate. During her 24 years of service in the General Assembly, she was instrumental in making changes to Delaware’s Criminal Justice system through legislation such as gun control, juvenile sentencing and restoration of voting rights of offenders. She holds a B.A. from Texas University (sociology and psychology) and a M.A. from Springfield College (community leadership and development). She has been recognize countless time, with the most recent being a Lifetime Achievement Award from New Castle County Chamber of Commerce (March 2018) and the Mary Harriman Community Leadership Award (May 2019). She is a member of the Association of Paroling Authorities, International (APAI).
 

HERBERT H. KONOWITZ (Kent County) was appointed by Governor John Carney on June 20, 2018. Mr. Konowitz ran a family owned textile manufacturing business for over 48 years. He was the founder of the Dover Interfaith Mission (DHM) and currently serves as the Vice Chair. DHM operates a shelter for homeless men and a daytime resource center for homeless adults. Mr. Konowitz has been active in community volunteering with SCORE Delaware, acting as Past President of Beth Shalom, Chair of Citizens for Criminal Justice and Past President of the Interfaith Mission for Housing and Vice President of the Frederica Senior Center. He graduated from Babson College with a BS in BA. He is a member of the Association of Paroling Authorities, International (APAI).
 

STEVEN C. WASHINGTON (City of Wilmington) was appointed by Governor John Carney on April 12, 2019.  Mr. Washington has worked in education for 28 years and currently serves as a Special Education Teacher in the Brandywine School District.  He is active in the community, serving as Executive Secretary of the Wilmington Housing Authority Board of Commissioners and President of the NSCUU Delaware Chapter.  He is an Ordained Deacon at Mount Zion Greater Harvest Ministries. Mr. Washington holds a Master’s Degree in Secondary Education.  He is a member of the Association of Paroling Authorities, International (APAI).
