Board Members
DOROTHY L. DILLARD, PhD. (Chairperson) was initially appointed by Governor John Carney on June 6, 2018, to serve as a board member representing Sussex County. Dr. Dillard joined Delaware State University in 2008 and currently serves as the Director of the Center for Neighborhood Revitalization and Research, and as IHER Center CED Core Lead. She earned her doctorate in Sociology from the University of Delaware in 1993, where she also served as the Associate Director of the Center for Drug and Health Studies. Dr. Dillard has over 40 years of research, teaching, and consulting experience working with correctional systems, government agencies, and community-based organizations to address criminal justice and juvenile justice disparities, and to improve services to underserved populations and communities. Dr. Dillard serves on a number of committees and boards for organizations working to better the lives of Delawareans. She is also a member of the Association of Paroling Authorities, International (APAI). She was appointed by Governor Matt Meyer on September 22, 2025, to serve as Chairperson of the Board of Parole.
ZOE M. PLERHOPLES (New Castle County) was appointed by Governor Matt Meyer on June 26, 2025. She began her legal career in the Delaware Department of Justice (DOJ) Family Division in 2009, right after law school. She started in the Family Division in Child Support and later moved to the Domestic Violence Unit. She left Criminal Prosecution and went to the Civil Division in 2015 to work as a Board Prosecutor in the Affirmative Litigation Unit. She became the Assistant Unit Head in June 2016 and took over as Unit Head in 2019. She was also the designated DAG for the Fire Commission prosecution for the State of Delaware, and represented ARMS (a sub-entity of DMS). She later acted as general counsel to the Human Trafficking Interagency Coordinating Council and oversaw the Civil Nuisance Abatement caseload. She also litigated weapons relinquishment orders and lethal violence protection orders under the Delaware red flag gun laws. During her time in the Civil Division, she was actively involved in coordinating prosecution efforts with other State and federal agencies, including the DEA, AUSA, the DOI, and MFCU, regarding bad actors in the State. In September 2022, she transferred to the Division of Civil Rights and Public Trust, where she handled a caseload involving officer-involved use of force, civil rights investigations, hate crimes, and investigations of official misconduct by public officials, as well as Fair Housing Complaints. In April 2024, she left the DOJ for private practice and started at Wharton Levin, a firm operating in Maryland, Virginia, and Delaware. She volunteers with DVLS and the OCA in her free time, and she is the proud mother of two adorable, very active, children.
FLEUR MCKENDELL (Kent County) was appointed by Governor Matt Meyer on June 18, 2025. She is the President of the Delaware NAACP State Conference of Branches, founder of Social Impact Strategies, LLC, and an adjunct instructor at Delaware Technical Community College. Ms. McKendell holds dual master’s degrees from Wilmington University and is a certified life coach. She serves as Vice Chair of the State of Delaware Education Equity Council and has been recognized with several honors, including the 2024 Community Impact Award from Alpha Kappa Alpha Sorority, Inc., and the 2025 Woman of Wonder in Social Justice Award from Delta Sigma Theta Sorority, Inc. A native of Newark, New Jersey, and a Delaware resident since 2006, she remains deeply involved in community service and actively volunteers with organizations that advance youth leadership, education equity, and social justice.
HANEEF SALAAM (City of Wilmington) was appointed by Governor Matt Meyer on June 25, 2025. He is a dedicated community leader, public speaker, and strategist with over 15 years of experience advancing criminal justice, reentry, and community empowerment initiatives across Delaware. He currently serves as the Policy and Community Engagement Coordinator for the Delaware Center for Justice, where he leads efforts to develop and implement community-driven policy solutions that address systemic inequities and strengthen pathways to opportunity. Throughout his career, Mr. Salaam has designed and managed transformative programs for both government and nonprofit organizations. An accomplished author and motivational speaker, Mr. Salaam is passionate about helping individuals reach their fullest potential through education, membership, and personal growth. His work reflects an unwavering commitment to justice, equity, and building stronger, more resilient communities.
